“Bade Sarkaar” (1957) was directed by Kishore Sahu for Filmistan. The movie had Kishore Sahu, Kamini Kaushal, K. N. Singh, Durga Khote, Sajjan, Agha, Gope, Vijayalaxmi etc in it.
One song from this movie has been discussed in the past. Here is the second song from the movie. The song is sung by Asha Bhonsle. Sahir Ludhianvi is the lyricist. Music is composed by O P Nayyar.
The video is of poor quality and my ability to identify old actors is of an even poorer calibre. 🙂 STill, my guess is that the song is lip synced by Sheila Vaz. I request our knowledgeable readers to confirm/ refute my identification.

You are right(your are not that bad in identifying the actors 🙂 🙂
the plump dancer is SHEILA VAZ,and other actors who can be seen in the song picturisation are GOPE,AGHA,a young SAJJAN,
VIJAYALAKSHMI(another onlooker lady who touches agha`s nose->the same actress who lip syncs for famous BAWRE NAIN(1950) ROSHAN-Geeta Dutt-Mukesh song->”Khayaalon mein kissike,iss tarhaa aayaa nahin karte” with Raj Kapoor, Vijaylakshmi also acted as Nargis`s elder sister in Raj Kapoor`s AAH),
