There are people who like to go to party. What exactly do they do in the party ? If they are like the party goers in Bollywood songs, most of them just stand like statues when the hero is hogging the limelight, singing a song. Except hero, everyone else seems discomfited. Even the heroine is not at ease, because the contents of the song are either praising her or cursing her, and in either case, she feels mightily embarrassed.
Our hero Shammi Kapoor ofcourse would have no such worries. He would go to a party and he would be the one shaking and dancing the most, and acting the most uninhibited, as if to compensate for the lack of movement of others and for the heroine’s inhibitions.
This song “baar baar dekho hazaar baar dekho” finds Shammi Kapoor hogging the limelight as if as a matter of right. “baar baar dekho hazaar baar dekho”, he continues to sing about the lady ( who is she ?) and she continued to be embarrassed throughout. But fat chance that Shammi Kapoor would bother about that. He throroughly enjoys himself, so what if others do not.

As per imdb.com, the name of guy to whom Shammi Kapoor addresses as utt ke mister kahan chale the mister is MAQSOOD
and the lady sitting beside the table who always smiles at Shammi Kapoor(at 0:22) it is SHEFFALI

This song sounds like India was beginning to get the Rock and roll influence at that time. I think the lady is Shakila, the same one who came with Dev Anand in CID and with Sunil Dutt in the “Neend na mujhko aaye …” song. Very nice song, but I really like the thin Shammi Kapoor. I don’t think I have ever seen him look this thin.
