In 1950s, when India was a newly independent nation and people were very enthusiastic about the task of nation building, we had many movies made on the topic of nation building.
“Panchaayat” (1958) was one such movie. Panchaayat (village council) was a new concept in India at that time and the movie was an attempt to teach public about them.
The movie itself opens with a song that tells the listeners about the virtues of a panchaayat. If you have disputes, do not go to court and waste your time. Go to the panchaayat instead and get the problem sorted out promptly and amicably- this is the message that is conveyed in this song.
This song, which is a Movie opening song, title song and theme song, all rolled into one, is sung by Rafi. Shakeel Badayuni is the lyricist and music is composed by Iqbal Qureshi.

Thanks Atul. Great find and lot of information in your write up. I, for one, always assumed there was a panchayat. There has always been something similar in place I believe.

Panchaayat were there from time immemorial, but they did not have official blessing in India before 1950s.
