Namkeen (1982) is the story of an old woman (Waheeda Rehman) and her three daughters (Sharmila Tagore, Shabana Azmi and Kiran Vairale), into which the truck driver Gherulal (Sanjeev Kumar) crashes in. This song comes nearly at the end of the film, which leads to the climax of the story.
SPOILER ALERT!
Gherulal is somehow unable to visit the three sisters and suddenly he spots the youngest daughter Chinki dancing in a nautanki troupe. He is shocked to see this because it was her mother’s strong wish that this should not happen and she had shielded her three daughters against their father, who wanted to force them in this trade.

There are two versions of this song. One is the version used in the film. This has some repetitions which are not on the audio released on music cassette. The major difference though is just like in ek do teen from Awara (1951) that in the film you hear the conversation, and the guttural laughter. Just like in a real nautanki performance, they come from the patrons who pass lewd remarks, laugh, talk etc.

The Main guy (at 1:50)who dances like a female looks like VEERU KRISHNA(who became famous with Aamir Khan`s Raja Hindustani, where he performed a role of a guy acting like a female, who accompanies, Karishma Kapoor,Navneet Nishaan)
He also acted in Mela(2000-as a dance master-Aamir khan starrer)Hum Hain raahi Pyar ke(1993)Raja(1995 as eunuch)etc.
But in the starcast of Namkeen, I don`t find his name, may be in his younger days, he was assisting GOPIKRISHNA,(dance director of Namkeen)or He did have a different name during those times

I have not seen Namkeen. It was supposed to be a very good movie.
