This song as well as its movie is as obscure as a movie and a movie can get. “Flat no. 9” (1961) is the name of the movie.This movie is obviously a C grade movie which had Ashok Kumar, Saeeda Khan, Jagdish Sethi (?),Dinesh Kumar Tiwari (?),Helen etc in its cast.
Here is a song from this movie which is sung by Mukesh. Its video is not available so it is not possible to find who sang this song on screen. Majrooh Sultanpuri is the lyricist and Usha Khanna composed the music.

The movie is an obscure one no doubt but this song is fairly well-known. Definitely among Mukesh fans.

Atul, this song I do very much remember. I kove it.
There is a romantic song on Ashok Kumar ans Saeeda Khan. The lyrics I do not recollect, but very melidious.

A small correction. The 8th line of 2nd antaraa should read “Lekar dil ka nazraana”.

I woke up this morning with this song playing endlessly in my head, so I thought I would look it up in my ready reference encyclopedia – your site. I can’t imagine Ashok Kumar singing this song, because he would have had to do some kind of movement to the music and it is too brisk for him! Or maybe they showed the flowers dancing to the music and Sayeeda Khan would have also danced to it, while AK merely stood around and lip-synched the song! In any case, it is a nice song.

The only problem with Usha Khanna was that she was born in the era of SJ, LP, RDB, SDB, MM, KA,OPN etc. Too much competition and no individual style. BUt had a knack of coming up with catchy tunes consistently.
