“Kaanoon” (1943) was produced and directed by A R Kardar. The movie had Shahu Modak, Mehtab, A Shah, Gajanan Jagirdar, Badri Prasad, Ulhas, Nirmala etc in it.

This song is sung by Shyam Kumar and Suraiyya. D N Madhok is the lyricist. Music is composed by Naushad.
Only the audio of this song is available. My guess is that this song was picturised on Shahu Modak and Mehtab.
This is a rare song which was not available on YT till now. As mentioned in an earlier discussion, the leftover Suraiyya songs are rare songs and they are not available on YT as of now.
