There are several movies called Dillagi, but the earliest movie of this name that I am awre of is “Dillagi” (1949). This movie had Shyam,Suraiyya, Amar, Sharda, Amir Bano etc in it.
Here is a song from this movie. It is sung by Rafi. Shakeel Badayuni is the lyricist and Naushad is the music director.
I am not sure about the actor, but I guess that it is Shyam on whom this song is picturised. any confirmations/ corrections about the identity of the actor ?

Yes, this is Shyam, “Tu mera chaand, maen teri chaandni” fame.
The actor got a accidental death while riding a horse while shooting.
