An exercise called Special Intensive Revision (SIR) of Voters’ list is being carried out in 12 states and union territories of India. It has received lots of attention in the media and it has created lots of confusion and doubts in the minds of public.

In this article, I would discuss this matter in detail so that our doubts and confusion on this matter get cleared.

Can Election Commission of India carry out SIR ?

Election Commission’s mandate according to Indian constitution is :

If EC has to conduct free and fair elections as it is manadated to by Indian constitution, then clearly it must have a list of eligible voters. An eligible voter is one who is an Indian and is a major (18 plus years in age) and has not been debarred from voting in some way or the other.

Article 324 vests the ECI with the power to supervise and control the preparation of electoral rolls and conduct of elections.

Representation of People’s act 1950 goes into further details vis a vis the provisions of Article 324. Section 21 of the RP Act, 1950 empowers the ECI to prepare and revise electoral rolls, including conducting a special revision at any time with recorded reasons. This act madates that electoral rolls must be revised before every election and bypoll unless otherwise directed by the ECI.

In other words, by default the electoral rolls must be revised before every election.

Registration of Electors Rules, 1960 is taken into consideration while preparing electoral rolls.
All the above discussion implies that Election Commission of India has full powers to conduct SIR in order to prepare an updated and correct Elector’s list.

Has there been SIR in the past ?

This provoision of revising electoral rolls periodically was being met rather meticulously in the past. These electoral revisions (let us call them Special Intensive revisions, like the present ongoing exercises) were carried out in 1952–56, 1957, 1961, 1965, 1966, 1983–84, 1987–89, 1992, 1993, 1995, 2002, 2003, and 2004.

So YES, SIR has been conducted several times in the past, even though the exercises may have been given some other names and they did not receive the same attention that the present SIR is receiving.

Why SIR now ?

The above table shows that SIR was being conducted regularly before each general election till 1966. No SIR was conducted for 15 years between 1966 and 1982. Then SIR began to be conducted regularly again. It is from 2003 onwards that there has been no SIR for more than two decades. So SIR was long overdue. So the SIR that is being conducted at present is badly overdue. Instead of asking why it is being conducted, the right question to ask is why it was not conducted for more than two decades, even though Representation of People’s act 1950 mandates that it should be conducted before every election.

Differences between earlier SIRs and the present SIR

One difference of present day SIR from previous SIRs is that previous SIR did not attract media attention like the present SIR. Moreover, opposition parties did not make a hue and cry over the previous SIR.

A major different between present and past SIR could be that the previous SIRs were conducted in a lax manner where people’s words were accepted and people’s names were included in the electoral rolls based on what they told the EC officials. Apparently, electors in the past did not have to fill any forms. The forms were filled by the EC officials by going door to door. This time, the electors are being given form to fill and some some documentary proof is being asked. Election Commission is well within its right to ask for those details as per the powers vested to it vide various consitutional provisions mentioned above.

SIR 2026
Let us now discuss the ongoing SIR which is called SIR 2026.

This order was issed by EC on 27 october 2025:-

The Election Commission of India, in exercise of its powers under Article 324 of the Constitution of India, Section 21 along with other applicable provisions of the Representation of the People Act, 1950 and the relevant provisions of the Registration of Electors Rules, 1960 vide order date October 27, 2025 has ordered Special Intensive Revision (SIR) in 9 States and 3 UTs. They are Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal and 3 UTs namely Andaman and Nicobar, Lakshadweep and Puducherry.

Nearly 51 crore electors spanning 321 districts and 1,843 Assembly Constituencies (ACs) are being taken up in this mammoth exercise. After this exercise, Election Commission is likely to take us remaining states.

For the ongoing exercise, certain timeline was given which is getting extended repeatedly.

After discussing the timeline, let us now discuss the nitty gritty of the process that involves the electors, namely the process of filling up the Enumeration form (EF).

As it is, my state (Madhya Pradesh) is among the 12 states and UTs where this exercise on going on. So I can give my first hand impression that may help others in the ongoing excercise or in future exercises.

My residence has been visited by the BLO twice. First to distribute the EF (Enumeration forms) and the second time to collect them.

Two copies are given for each elector. EFs (two copies each) of all electors of that household are brought by the BLO. If there is any addition, deletion of electors that is needed then the BLO can be apprised on that. For instance, we apprised him that the EF of our nephew that he had brought, was not needed as he was now a permanent resident of another place. So, the BLO took that EF with him. That way one entry in the voter roll could be deleted.

Enumeration Form details:

The EF had broadly speaking three sections. The top section marked is prefilled with present details of the elector, in five boxes. First box at left gives the name, epic number, and address of the elector. Next box gives details of the Serial number in voter list for the elector. That is followed by part number and name of the assembly constituency and then name of the state. Next box is QR code. Scanning this QR code gives details of the elector on one’s mobile phone. Next box contains existing photo of the elector available with the Election Commission. The right most box is vacant. That is the place where new color photo (with white background) is required to be affixed by the elector.

When the BLO handed over the forms to be filled by the elector, he scanned the QR code on his mobile. That was the acknowledgement that he had handed over the EF to the elector.

Below the above mentioned top section is the middle section where electors’ present day details are to be filled on the empty box on the right side. In this middle section, left portion marked mentions DOB (DD/MM/YYYY), then in the next row, Adhar Card (optional), then Mobile number, then, Father/ Guardian’s name, below that EPIC number of Father /Guardian (if available), Then Mother’s name, Below that Mother’s EPIC number (if available), then Spouse’s name (if applicable), then Spouse’s EPIC number, if available. These details are to be filled on the right box marked .

The bottom potion of the form has two boxes. Left box and right box , where details of the elector as available in last SIR of 2002/2003 are to be filled. If the name of the elector is available in SIR of 2002/2003, those details are to be filled on the left box . If name of the elector is not available in the SIR of 2002/2003, but the details of elector’s parents / grandparents are available, then details of one such parent are to be filled on the Right box .

The details of 2002/ 2003 SIR that are required to be filled are:

Name of the elector (in 2022-03 list), below that EPIC number (if available), below that name of the relative (typically Father), below that name of the relative (say Father).

Then comes the important part , viz name of the District (where this elector voted in 2002-2003), name of the state then name of the Assembly constituency.

Below that is the most important section marked there are three boxes, for Number of Assembly constituency, Part number and Serial number. To find out these details, one needs to visit Election Commission site, visit the relevant state’s site, from there go to the relevant constituency. In that constituency there are typically hundreds of part. One must find out the part where one’s name may be thee. Then find out the name of the elector in that list. It is a cumbersome process which only a computer savvy person can do. Doing this work on a mobile is difficult.

If the elector himself did not figure in that list, he needed to find the details of his ancestors, viz Father / Mother, or Grandfather/ grandmother and provide those details on the Right side Box. (not left side box).

If an elector cannot find his name and cannot find the name of any of his/ her above mentioned ancestors in the list of 2002/2003, then he/ she must leave the details boxes of 2002/2003 blank.

Below that there is space for the elector to sign  marked , any member of the household who is an elector can sign on behalf of another member of that household.

Below that the BLO signs duly certifying that he has verified the details of last SIR as given in the form.

BLO comes back to the household after a few days and collects the filled up form.

Each polling booth (that typically has around 1000 voters) has one BLO (booth level Officer). It is this BLO that is responsible for distributing the EF, collecting the filled up EF and then uploading the details of filled up forms on ECI site. At this stage no documents other than EF are asked from the electors.

Mapping of an elector

The SIR process basically maps 2025 details of an elector with his details in previous SIR of 2002-2003. Current voter details (for 2025) are linked to their records from the last SIR (e.g., 2024/2002), helping BLOs (Booth Level Officers) verify existing voters, add new ones, or update records by matching names, parent’s names, or grandparent’s details across roll versions to ensure accurate voter lists.

Filling up my own EF and that of other family members:-

I was in Assam when the previous SIR took place in most parts of India. So it was clear that I or my wife did not encounter any SIR Survey in Assam. When we left Assam and came to MP in March 2003, the SIR in MP was already over whereas the SIR in Assam took place in 2005 after we had left Assam. So both of us did not have our names in SIR of Assam and MP.

Could my name be there in Jharkhand, seeing that I was born and brought up in Jharkhand (then part of Bihar) and my parents and other relatives were based there ? I hoped that my father, who was a retired person in 2003 would have got my name included in the lst of voters when this exercise was being carried out there. My name was there in the voter list of Jharkhand when Assembly elections of 1997 were held. I was there at that time and I voted in an election for the first time in that election. Seeing that my name had got recorded in voters’ list in 1990s, I hoped that my name had got recorded in the 2003 SIR list of Jharkhand as well.

I visited the Voters site of Election Commission. Since I needed to find my name in Jharkhand, I went to Jharkhand site. There I visited the Assemmbly site where I had voted. I found that this assembly had as many as 227 part number and each part had its voters list in a pdf file. The problem was that the pdf was just named by its part number 1,2, 3..227. There was no mention of the locality, village etc that the particular PDF pertained to. I vaguely knew the name of my locality. My locality was near police thana. In that part of the country, a locality often carries suffix of toli. Since my locality was near a police thana, with time the name of this locality became Thanatoli. So I needed to look at the pdf that carried voters list of thanatoli. But how to get to that pdf ? Since name of localities were not mentioned, so I decided to search every 10th pdf. pdf number 1, 10, 20, 30..210, 220,227. But I drew a blank. I could not get my locality. But curiously enough, I amnaaged to find the voters list of a village that was my nanihaaal (mother’s village). My nana had died in 1971 and nani in 1980s. The younger brother of my nana too had expred in late 1970s. But the youngest brother of my nana was still around and was 99 years old when I last heard of him. I found his name and that of his enire family (wife, sons, daughter, daughters in law etc) as voters of 2003 from that village. It was nice to come across some familar names but that did not serve my purpose.

I then decided to do some more research. I found out that a district was divided into blocks. That block has several panchayats. Instead of going through the list of all pdfs, I only needed to go through the parts that pertained to my block. I knew that my block had the same name as the name of the constituency, so I knew my block. This time I started to seach sequentially from pdf number 150 (which turned out to pertain to my block)and kept going higher and higher viz 151, 152 etc, hoping that my locality would turn up in one of these PDFs. I kept going up and up, when I reached upto part number 170, I found that I had arrived at another block. It meant I had exhausted voters list while going up. So now I needed to go down. Since I had started with part number 150, so this time I kept going in descending order to part number 149, 148 etc. I kept going down and down and reached part number 100. But I could not locate my locality. I had started the exercise in the afternoon and it was already night. I started getting frustrated and wondered if all this exercise was going to be futile. Nevertheless I decided to keep searching. Part number 99, 98, 97.. how may more pdfs I had to search ? Each pdf had typically 30 pages. I had alread scanned more than 70 such pdfs on that day and 25 more the previous day. When I reached part number 90 and went down to page 3, I saw the name of the locality- Thanatoli. Just the locality I was looking for. I eagerly scanned all the names of Thanatoli. I came across the name of my mausa and mausi in whose residence I had stayed at the night on 29 December 1971 and had listened to the Binaca geetmala final programme of 1971. I silently cursed my father. See, here is my mausa, with no pretentions of being a socially and politically aware person and yet he had ensured his and his wife’s inclusion in the list. On the other hand, my father fancied himself as a socially and politically aware person. All this exercise had turned up to be of no avail.

In desponsency, I absentmindedly started to go up the pdf in order to fininsh page 3, 2 and 1. Just as I went up the list on page 3, what do I see ? I see my name, and I see the name of all family members, nearly arranged in the order of their age. My father at serial number 59, mother at serial number 60, my name at serial number 61. I could not believe my luck. Just a few seconds ago, I was cursing my father. Now a few seconds later, I felt so relieved and so grateful towards my father for his foresight. He was no more by now as he had expired in 2007 and my mother too subsequently, but what he had done in 2003 was coming to my rescue in 2025. So now I had my details ready. It was part number 90 serial number 61.
It turned out that the locality our house fell at was not under Thanatoli but under Post Office Toli. 🙂 I could also find the name of my Mama on the same page, with whom I had gone to the home of my mausa and Mausi on 29 December 1971 and listened to Binaca geetmala final programme.

I filled my details on the left hand side of the form, viz my name father’s name state’s name, Assembly constituency’s name, serial number of constituency, followed by part number and serial number. It all looked so elegant and so simple once the details were known. The same details were to be filled for my daughter too who was a minor in 2003. In her case, my details were to be filled on the right hand box, the details being my name and my father’s name and the same details of assembly constituency that I had filled in my form.

What about my wife ? During those days, she was in Madhya Pradesh state Government employee as a doctor and so she was a resident of Madhya Pradesh. She had a voter’s card as far back in 1995 itself, but when it was time for 2003 survey, she was not in Madhya Pradesh. Her residence then only had her father. The voter’s survey in Madhya Pradesh may have started in November 2002 and it was complete by february 2003. We arrived back to Madhya Pradesh in march 2003, but it was too late by then. What is more, her father, then 86 years of age, expired in october 2002, just days before the survey in Madhya Pradesh may have started. So there was no one in that household. Had the survey started a few days earlier and my sasur jee had managed to get his name included in the list then that would have helped the cause of my wife, just as my name being there in the 2003 list helped the cause of our daughter.

I searched the list of that constituency almost as thoroughly as I had searched the part numbers of my Jharkhand constituency. I came across the names of my wife’s neighbours and well as colleagues, but not that of her father or herself.

One more chance was if my wife’s elder sister, who was based in Bhopal from 2000 till even today, might have included my wife’s name in the list of voters. After all, our current voter IDs are thanks to her. When she realised that we would be settling down in Bhopal, she had got the voters card of the three of us made in 2016 itself. It was based on those voter IDs that we were voting in Bhopal and it was based on those voter cards that the BLO had arrived at our residence and handed us our EFs to be filled.

So I started searching for the part number of the Bhopal Constituency where my wife’s elder sister was residing in 2002-2003. After several days, I managed to find her name in the locality in Bhopal where she stayed in 2002. She , in addition to her name had got her friend’s name included as well, but not her younger sister’s(viz my wife’s) name. In other words, neither my wife not her father’s name were there in SIR 2003. Her mother had expired even earlier.

So I was able to fill my and the daughter’s form fully. in case of my wife only the top right portion could be filled where current details were to be filled. The two boxes that were meant to be filled with details of 2003 had to be left blank. When the BLO came the second time to collect the forms, he was satisfied with my form and daughter’s form. He asked my wife to write a remark at the bottom of the form that she could no find her details of 2003 and sign the form.

That was thursday (20 November 2025). So our filled up forms were handed back to BLO within a week or so.

That done, I checked up to find if the BLO had uploaded my EF to Election commission site. On 21 November 2025 it was not uploaded. On 22 November 2025 I checked again and found the yes indeed my application was uploaded to the site. So BLO after checking my details had uploaded my form. I checked my wife’s form. There the message was that it is not uploaded. Then I checked daughter’s form. It was uploaded.

Course of action for someone who finds his/her name missing in the draft list

This process of uploading of complete forms was originally ending on 4 December 2025. Draft voter list was to be published on Election Commission site on 9 December 2025. Now these dates have been extended for MP and severalk other states. For MP, the draft list will now be published on 23 December 2025. In case of states like West Bengal and Rajasthan, the draft lists were published on 16 December 2025.

My name and daughter’s name will appear on the draft list. On the other hand my wife will find her name missing.

What would they have to do ? I had viewed a youtube video where the Chief Election Officer of a state explained that one month period from 9 December 2025 to 8 January 2026 was for dealing with objections, complaints vis a vis the draft list. During that time, people whose names did not figure in the draft list could apply for new voter card. For that they would need to provide documents in support of their claims as an Indian. Documents include Passport, school certificate, IDs or pension card in case of Government officials etc. All these documents are readily available in case of my wife. So I anticipate no problem for her in getting enlisted as voters.

Age wise classification of electors and their eligibility to appear in SIR 2026 list

Based on age of the voters, all present day voters are divided into four categories, namely category A, B , C and D.

Here are their details:

Those who are able to provide own or ancestor’s detail from SIR 2003 do not have to provide any documents and they will automatically be there in voters list of 2026.

List of documents to be furnished for electors based on their category

Electors who fail to provide their or their ancestor’s details from SIR 2003 (or in other words, electors who do not get mapped from 2003 SIR) will be issued notice by Election Commission where such electors would be asked to provide one or more documents out of a list of documents. Here are a list of 11 documents. (It is not an exhaustive list, there are other documents too).

Above are an indicative list (not exhaustive). There can be other documents too that can serve the purpose.For instance, death certificate of a person (not mentioned above) can be used by the children of the deceased as a valid document in support of his/her claim of being an Indian citizen. The death certificate mentions the nationality of the deceased as Indian, so his/ her children automatically get certified as Indians by that document. My wife managed to locate her mother’s death certificate dated 1994 where the death certificate mentions her the deceased as an Indian citizen. So naturally, my wife, being the daughter of the deceased naturally get certified as an Indian citizen by that certificate. Then she also found a citation by MP Government for her father. This was a citation while her father was conferred with State Government’s award for social service in 1995-96. So M P State government certifies both her parents as Indians in its records, and these certificates predate SIR 2003 by one decade. She of course also possesses the usual documents, like PPO for for being a state government pensioner, Passport, Higher Secondary Cerificate of MP School Board, MBBS and PG certificates from Jabalpur Medical college etc etc.

I hope that the above discussion that covers every aspect of SIR in details will be useful to all Indian voters. People who are located in the states/ union territories where SIR is taking place may have already submitted their Enumeration forms. People based in other states too may use this discussion and locate their details of previous SIR of 2002-2003. That will come handy when SIR exercise takes place in their state/ union territory as the case may be.

For this post, I have selected a song from a movie that is new by the standards of the blog. The song is “Dil kee surkh deewaaron pe naam hai tera”. 🙂 This song is from a 2007 movie called “Aap Ka Surroor”(2007). I had neither heard of the movie nor this song. It turns out that the movie was produced by Vijay Taneja and directed by Prasahant Chadha. This romantic thriller movie had Himesh Reshammiya, Hansika Motwani and Mallika Sherawat in lead roles.

Here is this SIR friendly song from “Aap Ka Surroor”(2007). It is sung by Himesh Reshammiya and it is picturised as a stage song on himself. Sameer is the lyricist. Himesh Reshammiya is the music director as well.

I heard this song for the first time while searching for a “naam” song and I liked the song. It appears that I am grudgingly warming up to songs of newer Hindi movies these days.

To paraphrase the lyrics of the song, here is hoping that Dil kee surkh deewaaron pe naam hai tera teraECI kee final database pe naam hai tera tera. 🙂

I agree with Arun Ji that this full information should be shared by us with our relatives and close acquaintances.

I appreciate your diligence in ensuring that you fulfil all the requirements for inclusion of you and your family in the ‘revised’ voters’ list.

But I am apprehensive about less literate or less knowlwdgeable people’s ability to fill the EF properly. Their number may be very large compared to those who have the abilty , persistense and drive.

I am familiar with the song of the post. it has fair appeal.
