“Shrimaan Satyawaadi” (1960) was a Roopkala pictures production. It was directed by S M Abbas. The movie had Raj Kapoor, Mehmood, Shakila, Nazir Hussain, Radhakrishan, Raja Nene etc in it.
Four songs from this this movie have been discussed in the past. Here is another song from the movie. It is sung by Rafi. The song is picturised a “sales pitch” song on a stage that takes a light hearted look at products that promise instant transformation, viz it claims to make a dark skinned person fair, claims to transform an old man into a young kid etc.
The song is lip synced by Mehmood. The other actors are not familiar to me though it appears to me that Edwina is one of the dancers in the picturisation. I request our knowledgeable readers to help identify the actors in the picturisation.

Your identification of Edwin is right and another lady with tray in hand is famous heroine Kimi Katakar`s real life mother(I don`t know her name, she used to be work in Hindi movies as junior artiste) and Shakila, Nazir hussain are also there in the song picturisation and the guy with beard is character artiste KUMUD TRIPATHI
