‘Agneekaal’ (1990) was produced by Ranjeet Herma and was directed by Abbas-Mustan. The cast included Raj Babbar, Madhavi, Asif Shaikh, Sonu Walia, Joginder, Kiran Kumar, Tinu Anand, Sadashiv Amrapurkar, Huma Khan, Leena Das, Amrut Patel etc. Jeetendra made a special appearance in the film. This was Abbas-Mustan’s debut Hindi film as directors after directing some Gujarati films. The film belongs to the genre of action-thriller.
The story of the film is stated to be loosely based on a real-life police inspector, M M Jhala, who worked in Porbandar in 1970. He was nicknamed ‘Zanjeerwaala Police’ because he used to carry with him the real chain to fight physically with criminals and with the same chain he will drag them to the police station. He was so dreaded by the criminals and underworld that most of them fled from his area of operation. He created the same fear when he was posted in Ahmedabad. In 1990, he retired from the police as Deputy Superintendent of Police. In Rajkot-Porbandar region, he is like a folklore hero for smashing the anti-social elements in the region. In the film, Raj Babbar is in the role of a police inspector, Jagdishan who is nicknamed as ‘Zanjeerwaala’.
The film’s story is about a powerful nexus of criminal-police-politician who virtually control the entire town instead of the government machineries. Anyone who comes in their way are eliminated. Under such a situation, a honest and the duty-bound police inspector gets posted in the town who is determined to break the nexus of the troika affecting their illegal business. As it always happens in India, the police inspector is transferred out of the town so that the troika regain their lost ground. The common citizens realise that the formal law enforcement agencies cannot protect them. The citizens’ mass uprising successfully eliminate criminals and the corrupt politician.
The story of the film is as under:
The film opens with a sub-inspector of police reporting to DSP, Anand (Kiran Kumar) of Bharat Nagar that he has accumulated enough evidences against the local mafia don, Bhika (Joginder), a protegee of politician Jhakotiya (Sadashiv Amrapurkar). DSP Anand signs the arrest warrant against Bhika and hands over to sub-inspector. Subsequently, DSP Anand telephones to Bhika that his arrest warrant is on the way. Bhika shoots sub-inspector dead when he opens the door of a room to arrest him.
Bharati (Madhavi) and her brother, Aadesh (Asif Shaikh) stay in Bharat Nagar and D’Souza (Tinu Anand), a newspaper editor also stays in the same locality along with his daughter, Mary (Sonu Walia). They are family friends. Bharati is engaged to Vijay (Jeetendra) who is an industrialist. She works in his industry and who is also the union leader in confrontation with her fiancé as an industrialist but friendly as an individual. Her union is controlled by Jhakotiya. Bharati loses trust in Jhakotiya when she listens to his conversation with Vijay which indicates that if he gets donation from Vijay, he will call off the strike.
One day, Bharati has a show down with Inspector Bhushan (??) who is avoiding registering a FIR against a goonda in her area who happened to be controlled by Bhika. Bhushan has a grudge against Bharati for behaving like a leader and insulting him for his non-performance. While on his duty, Bhushan sees Bharati travelling with Vijay in his car. He deliberately dashes his two-wheeler to Vijay’s car. Bhushan attempts to molest Bharati during which Vijay tries to save Bharati but he gets killed by Bhushan in a shuffle. Bhushan rushes back to the police station who is followed by Bharati. She kills Bhushna in his office by a pole with sharp edge. Bhushan dies and Bharati is arrested for killing Vijay out of greed for his wealth and the police inspector on duty. She is put behind the lock up. No one is allowed to meet her, even her brother, Aadesh.
Next day, Bharati is scheduled to be presented in the session court. Jhakotiya is worried as anything she says in the court can affect his chance of retaining his seat at the next election. He systematically organises the character assassination campaign against Bharati as worse than a courtesan who killed Vijay for his wealth. He also assigns Bhika for bringing a large contingent of people outside the session court to throw stones at her in order to get her killed. But she gets injured forcing the session court to adjourn the matter for a next date.
After the death of Inspector Bhushan, a new Inspector Jagdishan (Raj Babbar) gets posted in his place. But this is not immediately known to the goons controlled by Bhika. As usual, they go on rampage on the street to create a fear psychosis so that no one says anything about Bhika’s criminal activities. In the midst of a chaos, a man with iron chain appears on the scene. He tackles all the goons in the street fighting with iron chain. Goons run away from the street. The large crowd gathered on the street give Jagdishan a new name, ‘Zanjeerwaala police’.
The matter gets reported to Bhika who tries to bribe Inspector Jagdishan to release his goons. But instead, Bhika gets warning that if he does not stop his illegal activities, his iron chain and the hand cuffs will be used for him. D’Souza also joins in his attempt to clean-up Bharat Nagar from Bhika’s terrorism. With pressure from Jhakotiya, DSP Anand orders Jagdishan to release all Bhika’s goons from the jail which he declines by saying that it is against the rule.
One day, Jagdishan takes a night patrolling when he meets D’Souza and Aadesh. He comes to know about the nexus between Jhakotia, Bhika and DSP Anand because of which Bharati is languishing in the jail without allowing anyone to meet her. Jagdishan allows Aadesh and D’Souza to meet Bharati who reveals the actual happenings in the night as against the fabricated charges on her about the killing of Vijay. D’Souza vows to publish in his next day’s newspapers all the details given by Bharati, exposing the involvement of police inspector Bhushan, the son of Jhakotia. This is heard by DSP, Anand who conveys this information to Jhakotiya. He sends Bhika to D’Souza’s printing press who kills him and also set the printing press on fire. Inspector Jagdishan rushes to the crime scene and on the basis of the eye witness of Mary, he gets the arrest warrant of Bhika from DSP Anand who, as usual, informs Bhika in advance.
Inspector Jagdishan along with his police force visit Bhika’s house and arrests him putting his iron chain around his neck and dragging him to police station in front of a large crowd who are jubilant. He put Bhika in lock-up on the charge of killing D’Souza. On the same day, DSP under pressure from Jhakotiya issues transfer order of Inspector Jagdishan to Malegaon with immediate effect and gets Bhika released from the lock-up.
Inspector Jagdishan is getting ready to leave Bharat Nagar for Malegaon when a large crowd assemble outside his police quarter and forces him not to live the city. Otherwise they will not have the peaceful nights.
Next day, Jagdishan visits DSP’s residence and submits his resignation from the police services. He reveals him that he has decided to remain in the city to make each and every person capable of fighting injustice. There are protest march by the citizens against the transfer of Jagdishan, making the entire city at standstill. Jhakotiya visits DSP’s residence and calls him useless. DSP retorts by saying that it is because of his black deeds that are responsible for the current situation in the city. DSP’s wife (Kunika Sadanand) has been listening this conversations. She is not happy that a honest Inspector has been transferred on the behest of Jhakotiya who sees her as an object of sex.
In the same night, Jhakotiya once again visits DSP’s house with Bhika and tries to molest DSP’s wife who after freeing from him jumps from the balcony and falls on the ground dead. This awakens DSP that all these years he has sold his conscience as a police officer to Jhakotiya and in return he has lost his wife. He tries to shoot himself at the police quarters but Jagdishan stops him from doing so.
Next day, Jagdishan, Aadesh and Mary visit the jail and request Bharati to context the election against Jhakotiya. First, she refuses by telling them that the people have regarded as the killer of Vijay and had branded her worst than a courtesan. However, at the court proceedings, DSP, Anand gives testimony against the deceased Inspector, Bhushan and takes himself the blame of framing the false chargesheet against Bharati for killing Vijay at the behest of Jhakotiya. The judge passes the judgement in favour of Bharati and orders the police to frame the charges against DSP Anand and Jhakotiya. Bharati is released and she contest the election against Jhakotia.
After watching the overwhelming response to Bharati in her election campaign, Jhakotiya entrusts Bhika to eliminate Bharati. In her election campaign, a goon of Bhika shoots at Bharati seriously injuring her. The entire public turn against Jhakotiya, Bhika and his goons. The crowd crush Bhika dead and they are about to do the same to Jhakotiya when Jagdishan reaches and gets him arrested to be tried in the court. With the reign of terror coming to an end in Bharat Nagar, a seriously injured Bharati expresses happiness but soon she dies of bullet injuries.
The film had four songs one of which was a double version song written by Shyam Raj which were set to music by Pankaj Bhatt. The film makes a debut on the Blog with its first song, ‘pankhidaa tu motiyon kee laa bahaar re’ rendered by Udit Narayan and Asha Bhosle with Tinu Anand lending his voice for himself for a few words of the song. While Asha Bhosle sings for both Sonu Walia and Madhavi, Udit Narayan sings for both Asif Shaikh and Jeetendra.
The tune of the song is based on a popular Gujarati traditional garba song:

Pavagadh is a sacred hill top in Panchmahal district of Gujarat on which Kalika Mata temple is situated. A non-film video album of the song was set to music by Pankaj Bhatt, the video link of which is given below. The same tune has been used in the film’s song under discussion turning the garba dance song from devotional to a romantic Bollywood dance with fusion music. In this song, the bird is asked to bring pearls and other cosmetics to adorn his lover.
The context of the song is that D’Souza (Tinu Anand) has hosted a birthday party of his daughter, Mary (Sonu Walia) in which he has invited industrialist, Vijay (Jeetendra) and his fiancée, Bharati (Madhavi) among others. Later, Vijay and Bharati join in singing along with Aadesh and Mary.
