‘Policewaala Gunda’ (1995) was produced by Sanjay Sharma and directed by Pappu Verma. The cast included Dharmendra, Reena Roy, Mukesh Khanna, Sudesh Berry, Jai Mehta, Mamta Kulkarni, Sikha Swaroop, Jagdeep, Ranjeet, Deepti Naval, Girija Shankar, Surendra Pal, Sharat Saxena, Ram Sethi, Disco Shanthi, Viju Khote etc. In this film, Mohan Joshi plays the role of a corrupt chief minister who is in an unholy alliance with the film’s main antagonist, Ranjeet.
Mohan Vishnu Joshi was born on July 12, 1953, in Bengaluru in a Marathi speaking family. His father was posted in the Bengaluru army cantonment. The family shifted to Pune in 1957 from where Mohan Joshi completed his high school and thereafter completed B. Com. from Brihan Maharashtra College of Commerce. He developed a keen interest in Marathi amateur theatre while studying in the college and started participating in the local plays.
After graduation, Mohan Joshi joined Kirloskar Oil Engines as a clerk and simultaneously acted in three Marathi plays. Since he could not cope up with both the office work and the theatre, in less than one year, he resigned from his job. The family did not take kindly to his decision. To sustain himself and his family financially, he started his own transport business. Sometimes, he would himself drive one of his lories to deliver the goods all over India. After about six years, Mohan Joshi closed down his transport business and took up professional theatre as a full-time career.
After acting in a few Marathi plays, Mohan Joshi attained his breakthrough in theatre career with ‘Kuryaat Sada Tinglam’ (1990), a comedy play which performed over 1000 shows. This play established Mohan as a household name in Maharashtra. After performing in the comedy genre of plays, Mohan Joshi also did antagonist role in Marathi play, ‘Purush’ and an intense and emotional role in ‘Natsamraat’. In all, he acted in about 30 Marathi plays. Side by side, he started acting in Marathi films mostly in the villain and comedy roles. He won the National Film Award for Marathi film ‘Gharabaaher’ (1999) [Outside the House] as a Special Mention for his wonderfully controlled performance of a corrupt politician. He has also won two Filmfare Awards for Best Actor in Marathi films, ‘Raosaheb’ (1997) and ‘Tu Tithe Mee’ (1998) besides winning Maharashtra State Film Awards five times.
Gautam Adhikari, film and TV Serial producer after watching his plays approached Mohan Joshi for his first Hindi film, ‘Bhookamp’ (1993), in which he played an antagonist’s role of Daya Patil. He had signed as many as seven Hindi films before the release of his first Hindi film. He got these type of roles in major Hindi blockbusters films like ‘Ishq’ (1997), ‘Mrityudand’ (1997), ‘Vaastav’ (1999), Gangaajal’ (2003), and ‘Baghban’ (2003). Initially, he faced the language problem as he was not well conversant with Hindi although he could converse in working Hindi. But over a period of time, he learnt to speak in different dialects of Hindi through his hard work. For example, in ‘Policewaala Gunda’ (1995), his dialogues were in Hindi spoken in Bihar.
During his first 10 years of Hindi film career (1993-2003), Mohan Joshi acted in 112 films giving an average of 11 films per year. By 2005, he considerably reduced his acting assignments in Hindi films when he felt that he had reached a saturation point in doing repetitive roles of villain. By 2018, he completely stopped working in Hindi films and kept himself busy mostly with Hindi/Marathi TV serials and occasionaly theatre.
Sometime in 2022, Mohan Joshi suffered from a brain stroke, losing his speech and ability to walk. Many in the entertainment industry thought that his career was over. However, after a long stint of physiotherapy and speech exercises, he regained his speech and mobility. From 2023 onwards he has resumed acting in Marathi films and Hindi and Marathi TV Serials but he has ended his career in theatre.
The title of the film ‘Policewaala Gunda’ can be misinterpreted as the policemen who are goons. But it is not so. In this film, Dharmendra plays the title role because after the murder of his police inspector-friend, he felt that to effectively deal with highly connected criminals, he will have to use the unorthodox methods, sometimes bending the law. But it is not possible to do that by remaining in the police services. After he is put into prison on some false charges, he escapes from the jail and follows the same tactics of criminals to tackle them one by one. Hence, he is called ‘policewaala gunda’.
The story of the film is set out below. I have deliberately omitting the side-plot of romance between Jai Mehta and Mamta Kulkarni which has a little relevance on the main plot:
Assistant Police Commissioner, Ajit Singh (Dharmendra) has been selected by a minister in the central government on a special mission with special powers to tackle politician-criminal nexus in Ashok Nagar. This information is given to Ajit Singh by central minister’s secretary, Mehra (Achyut Poddar). The criminal syndicate comprises the crime lord, Kalishankar, (Ranjeet), a politician and later Chief Minister, Shambhunath (Mohan Joshi), Don, Kailashnath (Girija Shankar) and Lala (Surendra Pal).
ACP Ajit Singh shifts to Ashok Nagar with his wife, Sudha (Reena Roy), a minor daughter and his two college going brothers, Vikram (Sudesh Berry) and Jai (Jai Mehta). The house he has shifted belongs to their mother where they had spent their childhood. Vikram has a fancy for a good and luxurious life about which Ajit Singh is not comfortable with this trait.
On the very first day of reporting to the Ashok Nagar Police Station ACP, Ajit Singh calls a closed-door meeting of the police officers and constables. He gets to know using his unconventional methods that almost all are highly corrupt. He gets further inputs from the widow (Deepti Naval) of his late friend, Inspector Chauhan’s (Mukesh Khanna) how her husband was killed by the criminal syndicate led by Kalishankar inside the police station with the connivance of the police when he refused to overlook the proposed booth capturing by the goons of Kalishankar for the politician, Shambhunath who is aiming to become the chief minister after winning the election. Shambhunath wins the election and becomes the Chief Minister. Since then, the criminal syndicate has been terrorising Ashok Nagar. ACP Ajit Singh takes a vow that he will finish all those who are responsible for the death of Inspector Chauhan.
Ajit Singh starts tackling first, the ground level goons of the criminal syndicate and put them in lock-up. Kalishankar’s lawyer comes with a bail order which ACP Ajit Singh invalidates by telling him that the goons have assaulted policemen on duty for which there is no immediate bail. The matter goes to the Police Commissioner (Sharat Saxena) who orders him to release all the goons. Ajit Singh releases the goons and when they are out of police station, he kills them one by one and fires inside the police station to show that the goons started firing at him first because of which they were killed in an encounter.
Kalishankar gets extremely angry. He decides to send a large contingent of goons in the guise of a protest march against ACP Ajit Singh for killing his goons in an encounter. When Ajit Singh comes to know about it, he goes to the Police commissioner to proclaim Sec. 144 around the police station so that gatherings of more than 4 persons are not allowed. The Police Commissioner is hesitant to sign the order but Ajit Singh maneuvers him by entangling with legal jargon which forces him to sign the order. It is at that time, the Police Commissioner says to Kalishankar that his hands are tied and only CM, Shambunath can order him to revoke Sec. 144.
CM, Shambhunath calls ACP Ajit Singh in his house during which ACP talks smartly about making money out of the drought relief fund released by the Government so that he can trap him later. However, CM is one step ahead and ACP Ajit Singh’s ploy fails. CM threatens him that one day he will make him like that of the late Inspector Chauhan. ACP Ajit Singh leaves his house by saying that he will make CM’s life so miserable that he will not only lose his chair but also his face in front of the public.
In the meantime, a twist in the story comes out. Vikram gets married to Mona (Sikha Swaroop) without the knowledge of his elder brother, Ajit Singh. His wife happens to be the daughter of Kailashnath, one of the members of the criminal syndicate. Vikram is overwhelmed by a huge cash amount his wife has brought with her which turns out to be counterfeit currency notes. ACP Ajit Singh is arrested by the police for holding counterfeit currency notes. It is a trap laid by Shambhunath to teach a lesson to ACP Ajit Singh and keep him out of Ashok Nagar. In the prison, Mehra meets Ajit Singh to give him some cash. During their meeting, Ajit Singh tells him that to attain the responsibility given to him of the special mission, he will fight with the criminal syndicate in their own style.
With the help of the corrupt Jailor (Viju Khote), Ajit Singh escapes every night from the jail and creates serious misunderstanding between members of the syndicate gang resulting in the death of Kalishankar followed by Lala. Shambhunath comes to know from his eye witnesses that this was the trap laid by Ajit Singh who comes out of the prison every night. Realising that things are going out of hand, as a revenge, Shambhunath sends some of his gang members who assault wife and kill his minor daughter. Enraged by what has happened with his family, Ajit Singh escapes the prison killing inspectors and policemen on the way and picks up their automatic rifle.
There is another twist in the story. The central minister who have selected Ajit Singh on special mission and CM Shambhunath have joined together with the merger of their respective political parties. Mehra informs Ajit Singh that the special mission is called off and his file giving him the special power has been lost. It is better that he surrenders to the police. Ajit Singh retorts that his personal mission is not over. Ajit Singh shoots dead Mehra when he threatens to call the police force.
There is a function arranged in a hall to announce the merger of parties in which Shambhunath and the central minister are addressing the party workers. Ajit Singh reaches the venue with his automatic rifle breaking the armed security forces and fires at the dais killing Kailashnath and his goons. An injured Shambhunath runs out of the venue on the public road.Ajit Singh follows and kills him in the presence of a jubilant crowd. Jai and Vijay join him.
The film ends with a statement that ACP Ajit Singh was sent on a special mission with special power by the Central Government to eradicate the criminal syndicate in Ashok Nagar. It is up to the Government whether he will be felicitated or prosecuted.
The film had six songs written by Indeewar, Maya Gobind and Rani Malik which were set to music by Bappi Lahiri. The allocation of lyricists for the songs is not known. The film makes a debut on the Blog with its first song, ‘kanganaa khanak khanak khan kare’. The song is rendered by Asha Bhosle for Disco Shanthi who gives her dance performance in the presence of Mohan Joshi, Girija Shankar, Surendra Pal, Ranjeet and Ram Sethi. Dharmendra appears at the venue towards the end. The audio clip of the song has an additional antara.
The context of the song is that after ACP Ajit Singh (Dharmendra) has convinced Police Commissioner (Sharat Saxena) to sign on the order proclaiming Sec.144 to prevent Kalishankar’s (Ranjeet) goons to join the protest march to the police station, Kalishankar has protested to CM Shambhunath (Mohan Joshi) that ACP Ajit Singh (Dharmendra) is slowly becoming the hero and they are losing the grip on the region. He suggests that ACP should be transferred. CM says that ACP’s transfer has to be worked out carefully so that he does not leave Ashok Nagar as a hero. CM orders the Police Commissioner to put ACP on duty at that place when they are witnessing a dance performance by Gulabo (Disco Shanthi) at the outskirts of the city. Towards the end of the dance performance ACP appears at the venue.

Please correct the name of the dancer as ‘Disco Shanthi’ instead of ‘Disco Smitha’ and ‘Silk Smitha’ in the last two paragraphs of the article.
